Yes, but Valentina is embeddable and may give you what you want without requiring a dedicated server (the first instance of the application becomes the pseudo-server).

Correct, from a multi-user standpoint.

Take a look at Valentina (Lynn, Ruslan??). There may be a solution there that would allow the application on one system to act as the pseudo-server for the database for the others.
