It is the correct behaviour.

The reason is that creating a Floating window does not normally set the focus to that window unless it has a control on it that can accept the focus.

Since Pushbuttons cannot accept the focus on Macs they won't set the focus in the floating window. You can, however, do this in code but you will lose the focus in the main window. You cannot have two windows that will accept keypresses at the same time.
