I can't get a msgbox response yet just using a-z characters.  I
noticed autodeactivate is true for all controls but don't think this
affects the keydown event.  Only the modal window has the keydown
event.  The buttons and the scrollbar don't have that event.

The scrollbar is on a small movable modal window and scrolls the
contents displayed in a canvas in another window below it.  As the
window is modal, I am assuming it has control over the keydown event.

No. The only thing that might interfere is a control that has a
KeyDown event, has the focus and returns true. Controls KeyDown
precede the Window's KeyDown event.
