Yes. I see it *has* changed. Whether or not it was intentional only RS could respond. Many past errors (in their opinion) have been corrected in 200x as they have stated.
2) The simple fact that you can turn on the Visible property of a window being shown with ShowModal to fix the problem -- i.e. KeyDown events are handled -- seems to belie your logic as far as I can follow it.
My logic may be faulty as far as what is actually happening behind the scene in Rb but stopping execution of events in mid-stream has often resulted in weird behaviour.
We simply do not know enough about how the framework actually functions. All we can do is follow the best preventative measures. I implied that in my 'Further considerations ( was Re: Scrollbar and arrow keys on Mac OS X)' post.
Only RS can answer these questions accurately. I'm just guessing; I guess. :)
