Well, not quite.  If you just drag it back in to your project, then
it's imported, and it really IS part of the main project again.  To
import just a reference to the external file, you have to hold down
some combination of the modifier keys (I usually just mash them all)
when you drop it into your project.

But that's a multi-step process; a quicker one-step process is usually
to just control-click (or right-click) the item you want to make
external, and use the "Make External" command in the contextual menu. 
This saves the item to an external file you specify, and also replaces
it in your project with a reference to that external file.
