When you layout the controls make sure everything is in increasing
tab order. In other words, if the tab panel is the zeroth control and
tab 1 has 10 items, those 10 items should be items 1 through 10 in
the control order. Same for each succeeding panel. Also, make sure
the correct parent control is shown with red outline for each control.
RS's official position is that RB does not support tab/page panels
placed on top of tab/page panels. So if you have nested panels you
will continue to have problems like this. It can be done, but it is
not easy and often requires fixing when RB decides to move things
around.
