Actually they wouldn't need to prescreen them
A moderated list simply has a means to shut down further replies to topics the moderator wants to cut off if things go off topic, etc
It could be no more labour intensive than the forums

Not as easily and not without pre-screening all posts and that would hold things up unacceptably and be too labor intensive.
