The first time you launch an application on OS X, the OS does something called pre-binding. This is an attempt by the OS to speed up subsequent launches by optimising the mach-0 linker. OS X also uses smart caching to speed up the launch of apps that you have used recently or used a lot.
Other explanations have to do with Disk Fragmentation, Available (unwired) RAM, CPU speed differences between the machines you are testing on. Once you drop below a certain RAM threshold (I find it to be about 512MB) launching apps slows down exponentially. The only way you can optimise launch speed is to try and trim your executable size.
