Hello Garth, this bug isn't fixed because only me, another guy/girl and now you seems to have this. Have a look at

A wild idea: I have one big project containing all files. Then I have test projects containing only a subset of files for testing. I only have one of those projects open at the same time. You write about "external framework which multiple projects can access". Perhaps this is the reason for this problem. It also might explain, why so few people have this problem.
