Try this, as I've used it in the past for cross-platform usage:
Make a module scope boolean... m_bVisible
At the end of your Open event, set this boolean to True
In the resized event,
if m_bVisible = true then
// flip your boolean back
// do whatever you need to do now that your window has been displayed.
end if
The other option, is similar but use the Activate event..
