In addition to the other issues mentioned, I think another big issue is that they are under constant scrutiny and must make sure every installed program is licensed correctly.
I worked as the tech admin at an elementary school a few years ago, and they had to keep ridiculous logs of installed software. Teacher's would have to jump through hoops to install something themselves. Maybe this is part of the issue? If you obviously are the software's creator, maybe you could just draft up a quick license agreement for them to keep on file. Or...maybe it's the virus issue mentioned before...
