I actually remember when those were in there. The problem is that
control-alt has a special meaning on many Windows keyboards (it
emulates the AltGr key, used for keyboard layouts that require
more than two shift states--of which there are many--on hardware
that doesn't physically distinguish the two). That's why the
shortcuts were removed, I imagine--on those keyboard layouts,
having those as shortcuts rendered either the character conflicted
with (on the US-International layout, those conflict with ö, é,
and µ respectively), or the shortcut itself, unavailable.

That said, if you don't use such a layout, then it's no issue for
you, and user-customizable shortcuts (something I've seen them
indicate was forthcoming, but not sure if it's in yet) would be
the answer.
