I imagine you'd start by going to Apple and Microsoft, and convincing them that your encoding is worth adding to the operating system. They'll need to add appropriate files for it to the next release of their OSes, and update their header files so developers can reference it, and write code to convert your encoding to/from others. In reality, of course, none of this is going to happen, which is why we can't just go around making up our own encodings (if we expect them to be used by anything other than our own software).
