I'm not Arnaud, but I don't think he ever seriously wanted to define his own encoding. He was just using that as a mental exercise to understand what encodings are. I agree, there should never be a need to invent a new encoding -- Unicode is the One True Encoding (er, well, several related encodings that is) to rule them all. And it'll last forever...
