No, I'm sure it has valid uses.  I just can't think of one at the
moment.

No wait, here's one: if you have some content drawn directly in the
window or control (e.g. a Canvas) Paint event, over the textured window
background, and the data changes, making it necessary to change the
display, then Refresh is an appropriate way to clear that part of the
window (or the whole thing) and cause the Paint events to fire again
(at the next pass through the event loop).

This wouldn't be good for animation, but for the occasional changing
data it's fine.
