As Chris Little mentioned, you'd ideally use some sort of installer. 
However, if you don't want to do that, at least for now, you could 
simply create the folders and links from within your program, or a self 
made installer program. To "install" for all users, assuming Windows 
2000 or XP, the path is, typically, C:\Documents and Settings\All 
Users\Start Menu\Programs and you could just create a folder for you 
application there and then create a shortcut to the application within 
that folder. To do that for just a single user substitute the profile 
name for All Users. It may not highlight as "newly installed", but 
that's annoying anyway. Also, I'm sure there's a metaname for that 
folder, and maybe even in the special folders stuff inside RB, but I'm 
sure you can hash that out.
