Not sure this would help much, but Restrepo's Custom TabPanel might help
out.

It appears to have been created for Mac, so you will have to tweak it very
slightly for Windows.  Just a matter of converting the pict files to BMP,
moving the tab row (canvas) down a few pixels so it lines up properly and
reducing the width of the tab row so that it matches the PagePanel width.

It's much, much more graphically versatile and looks much better than the
default tabs of the Windows or OSX platforms, IMHO.

The only thing I don't like about it is the way it deals with tab
overflow...
