Yes, but the details will depend on the details of what you mean by
this.  Do you want a picture with rounded corners?  Or you want an
actual border (edge) drawn on top of a picture?  Or something else?

For example, if you want a circular or round-rect picture, with no
border, then the best solution is to draw a RoundRect into the Mask of
that picture.  To avoid aliasing on Windows, you'll need to have the
mask actually be an image (or be composed of several such images)
stored in your project, since regular old FillOval and FillRoundRect
will produce jaggies on Windows.
