Nevermind,

I saw the difference myself. A .DS_Store file.

I had no idea that a missing .DS_Store file could cause RB to not  
compile a plugin :( I also have no idea what a DS_Store file is, or  
why anyone would need one!

Also... MacOSX 10.5 does't always create .DS_Store files... so this  
could make things harder for plugin authors when their plugins  
suddenly aren't compiling anymore.

But I'm using RB 2007r3. Yes it's old :P Perhaps this bug was fixed.
