This is a good opportunity for every RE investor (new or experienced). For new investors you could flip the property to reap the profit and not have to worry about property management/tenants (single family homes or condos are better for newer investors because you are working with Property Management in managing 1 tenant instead of 4 in this 4 PLEX).
