I have not found a way to trigger URL/Javascript events from the SMIL timeline.
You can use the 'rmmerge rmevents ...' synchronized multimedia technique for
this.  It's a bit unwieldy to get the hang of, but it works.

Essentially, you merge a text-based events file that specifies timestamps and
URLs
right into your media file.  This media file, when played, will cause
RealPlayer
to call the URLs specified in the browser or a particular browser frame.  The
problem is that once merged, you cannot edit or change the events in the media
file.  You have to go back to the original "unmerged" file and do it all over
again.  You can easily get into some 'version-control' problems if you're not
careful.
