"Test.User" should be in that file "testuser". That is a typo.

I asked the Opensim forum what the purpose of the master_avatar was and received this reply: https://lists.berlios.de/pipermail/opensim-users/2008-October/000483.html. In addition, it seems that if you use the estate management tools to return objects to their owners, objects that can't be returned to their owner are returned to the master_avatar.
