Tuco said in commit message (558) that:

avatar movement packages optimized
- only new viewers RC4 or later work with this server!
- ignore duplicate incoming packets, send smaller update packets (30
bytes instead of 60 per update), only one latest movement update per
avatar per packet


So this feature would require changes to both, viewer and server.
