It could be Vista. What OS are you using? As I recall, if you are Vista, you'll need to run the start script as Administrator (which you can see if you right click on the script). If you don't I think 2 out of the 3 servers start.
There are other possibilities ... like having the changed the xml settings or not having a particular resource available.
