[REBOL] Recycle

Recycle/on is not a sustained process or so it appears.  How often by default should 
recycle/on be freeing unused memory allocations?  I'm trying to understand the purpose 
behind recycle/off and what the difference also is from 

recycle
recycle/on

Any ideas?
