They   are   two   different   things  ---  the  charset  and  the
"Content-transfer-encoding".

You  should  look at the "Content-transfer-encoding" header (IIRC,
not sure if the name is exactly that :).

Anyway  usually in the config there's something like "send mail as
8-bit" or "use Quoted-printable" that you can change.
