I haven't seen that under those particular circumstances, but the URL parser isn't always happy with things I've fed it. Have you tried using a block for the scheme? e.g.
db-conn: open [
scheme: 'odbc
target: "OHSU\*******:[EMAIL PROTECTED]"
]
