That has been my experience also.Another thing that I make sure of is that they cannot 
ignore an
email by deleting it. I always print a copy of my emails and snailmail them as a 
backup to the
email. Written copies usually get a reply (except from John Howard but then, he 
doesn't even
answer his own backbenchers).
For really urgent attention I sometimes even fax a copy.
If you have a fax machine or can send faxes through your computer (mine hasn't been 
set up yet on
our new modem) then this is the best way to go. Speed and paper!
