>From Antar WWW site:

"Meanwhile, a political observer from the Center for Strategic and
International Study (CSIS), Dr.J.Kristiadi said the people of East Timor
will be concentrated into pro- and anti-autonomy camps living in two
separated regions inside East Timor.
The pro-Jakarta loyalists who would like to show the world that their
number is actually far higher than what is reflected in the ballot returns,
he said, will live in such areas as Bobonaro, Liquisa, Suai, a part of
Manufahi and Dili, while the proindependence backers will live in areas
like Baucau, Viqueque and Los Palos.
The two warring factions want to show their "de facto" forces, he said,
adding that all these things are the results of the failure of UNAMET
personnel to maintain their neutrality during the process of the historic
vote.
In another related development, East Timor Governor Abilio Soares
reiterated that the territory must be divided into two to accommodate the
two rival camps."
