That is a very good idea. Mandatory jailing doesn't leave a place for
them to hide.

The Howard govt is trying to brazen it out by attacking the UN which
only underscores its lack of understanding of international and
diplomatic affairs. Whatever goodwill Australia built up over East Timor
will be wiped from the board by this report and the government's clumsy
and belligerent response.

The good monarchist, Howard, also doesn't seem to realise that the
govt's response is a slap in the face for the Queen because she is in
the country and, as Head of State, will be tarnished by this. For
someone with such a 'regard' for the Queen, Howard is behaving very
badly and I wouldn't be surprised if the Queen comes out more strongly
for Aboriginal rights than what she has been.
