  Justice Dowd's Comments on Defence Bill Underscore Greens Opposition

  Greens Senator Bob Brown said Justice Dowd's comments opposing the
  controversial 'troops call-out' bill underscore the need for
legislation to
  be withdrawn or substantially amended in the Senate.

  Senator Brown today released details of the Greens amendments
(attached) to
  be moved to the Defence Legislation Amendment (Aid to Civilian
Authorities)
  Bill 2000 in the Senate tomorrow. 

  "The eminent opinion of Justice Dowd emphasises the need for this
  legislation to be seriously amended in keeping with the conventions of
the
  last century which have prevented the unnecessary call-out of troops
against
  Australians," Senator Brown said in Hobart today.

  "To give time for public debate and the concerns of community, union,
church
  and legal groups to be taken up by Labor, I will be moving a second
reading
  amendment that the bill be delayed one week.

  "I am alarmed that the bill went through the House of Representatives
  without public debate.  Without the Greens raising concerns in the
  parliamentary arena it would be passing tomorrow undisputed.

  "I hope the ALP will back these amendments which would ban the use of
troops
  on industrial disputes and peaceful protests.

  "The Government is now attempting to rush this legislation through the
  Senate before the Olympics and the s11 protests in Melbourne. The
Greens
  will be moving a sunset clause so that legislation ceases to be
operational
  after the Sydney Olympics and Paralympics.

  Lucas Heights
  Senator Brown today reiterated his call for Lucas Heights to be
immediately
  closed down and plans for the new reactor to be shelfed.

  Senator Brown will use the debate on the Defence Amendment Bill to
question
  the Government's handling of the supposed terrorist threat to Lucas
Heights.
  "In particular I want to know why it took so long for the planned
attack on
  Lucas Heights to be made public," Senator Brown said.
