In reality, Herron is not planning anything except the announcement they
will ask him to make. The blueprint for further dispossession is being
prepared in John Howard's office.

Herron plans land rights act revamp

The Federal Aboriginal Affairs Minister, John Herron, is planning
to announce an overhaul of the Northern Territory Aboriginal
Land Rights Act before the end of the year.

A leaked document shows proposals have been prepared for
Federal Cabinet, which would reduce the role of the main
Aboriginal land councils.

The leaked Aboriginal and Torres Strait Islander Commission
(ATSIC) document is commenting on proposals from the office of
indigenous policy in the Department of Prime Minister and
Cabinet.

ATSIC rejects many of the proposals, saying there has been no
consultation and they are likely to be rejected by the Senate.

The proposals include removing the role of land councils to
protect sacred sites and allowing the Northern Territory
Government to compulsorily acquire Aboriginal land for public
purposes.

There would be staged regionalisation of the land councils, and
more facilitation of break-away councils; and Commonwealth and
Territory Ministers would have increased powers over mining on
Aboriginal land.
