Tofu could be a solution for this, when its released. I think its getting setup on osflash. Its something we (red5) are planning on adding to the streaming code. Playing back an on demand stream as the source of a live stream broadcast. Actually we have got some fun stuff planned for composing streams using an api on the server using pipelines.
