in follow up to marlon's Question about framerate control:

can the native [frame]size be downscaled serverside to a new size that will can be broadcasted, realtime ??
For ex. can I take a serverside inputsstream like an incoming webcam or an flv on the drive and screw down it's native dimension and the broadcast it
with additive a lower framerate also?
