Adam,
This bug has been investigated by Joachim and me and the conclusion is it's
caused by the old bandwidth controller code (aka
BalancedFlowControlService). As I have provided a new implementation, this
bug should not be there. So if you still get the same problem, please
resubmit a new issue and link it to APPSERVER-21. Thanks.
