I would assume because the server is in the US and im in australia so network lag as I was explaining. Im assuming the same effect would happen for publishers in US and EU to a server in AU. Ill update the svn on my electroteque.org server and let someone know to have a go there. Cant do it right now because its firewalled and not on my usual ip. Aparantly this problem was fixed a while ago but has appeared again. It could be all those exception errors happening atm. I would check if the server is producing exception errors ?
