You're probably talking about not needing Flex Builder. The answer is  
yes you can develop Flex projects in Eclipse without Flex Builder.  
Take a look at the Flex 2 SDK and the command-line compilers. Also  
the compiler shell which speeds up compile times greatly (also  
command-line):
