A question for any RQL guru's out there...

I have a project where RQL is used to render the left-hand navigation.
We have recently spotted a bug which manifests itself as shown:-

A new child page is created and NOT released from workflow.  Publish
of parent page is exactly as expected. Child page is submitted to
workflow and released and a republish of parent page correctly
publishes both amended parent page and new child page.

So far so good...then we hit the hurdle.

If we amend the page headline of the child page, leave the page in a
draft status and publish both the parent and child pages manually, we
see the headline changes rendered in the navigation of both pages
(which is the bit generated by RQL) but not at the top of the child
page (which uses an element reference instead of RQL).

It therefore appears that the RQL navigation rendering is bypassing
workflow.

My question is: How can I get RQL to return results, in SmartEdit, CMS
preview and via a published page, which are subject to normal workflow
restrictions?
