Not sure why your user is having headache while using this. They both have its own functionality in CMS. "Connect to Existing Pages" is more to search a page in CMS and connect whereas "Reference Page" is more to specific to add page from Clipboard. Clear this difference to them and they will be okay to use it properly without headache.
