Hi, I believe, it takes 30 minutes (or something like that) without any action of the last user who saved this page as a draft, that this action menu entry appears, so that a SmartTree user can take this page over by e.g. an admin. This should prevent this issue, that people who are actually working on this page will be kicked off again and again by each other.
