Arsalan, There is no dynamic repeating Standard Field, per se.
Easiest thing is to have a container and add sub-pages where the sub- page template contains only the headline, then authors only need to set the headline to get their text to appear, not edit the whole page. If you do it as a list instead of a container you can use list block tags and allow the author to edit the headlines (text) in-place from the parent page. Simple. This assumes you only need 200 characters of flat text, anything more compilcated than that and you'll need the normal standard text or text fields. HTH.
