Um... "required". Delivery Server is used for search, runtime personalisation, authentication/authorisation and a bunch of other things. Other technologies can also be used to achieve this too.
Delivery Server and Management Server are completely independent, stand-alone products in their own right; while they are integrated quite tightly and CAN be used together, it is quite possible (and often sensible) to use just the one that solves the actual business problem.
