Similar things to your B) option have been done.A better pattern for 
dynamic assembly that worked well in the past is a wrapper page(like full 
page foundation template)+ include dynaments (dynamically include the 
content in the right wrapper)+rewrites to screen URL complexity. We've 
built sophisticated multi-channel sites filtering using the Delivery Server 
personalization engine based on site tagging. If Site A vs Site B show 
contents in lists using the target dynament as well. This is better if you 
really want to leverage personalization and targeting to start filtering 
your contents more dynamically on a number of factors. 

Also in the past we built reusable detection logic that would take host 
headers, call WURFL or Device Atlas then redirect to the correct 
resolution. Compared to this one Responsive design is better in most cases.
