As far as I can tell it is only now in the newer versions that the key
repeat rate is working correctly. Set your Autorepeat in
/etc/X11/XF86Config to something you like. Mine is set to AutoRepeat 333
255, i.e. wait 333 ms before repeating, then repeat 255 times per second.

This appears to be related to XFree86. I updated my 6.1 system with the
XFree86 from rawhide (only change) and got this result too. Backing off the
XFree86 to a previous version restored the key repeat. I reported this in
bugzilla as 7587.
