Ok, so you need step by step instructions for consolehelper. I thought man
pages and files involved were self-explanatory...
Look at Red Hat Linux Reference Guide, chapter System Administration,
section "Enabling Console Access for other applications". It does not tell
the whole story (for example it does not tell, how you can get the program
to ask for root password, not users', or how can you set it up so that it
allows running from remote displays), but the rest is described in man
pages.

consolehelper is used to allow normal users run reboot, halt, up2date,
gnorpm, kpackage, kppp, kbdrate, isdn-config and rp3-config as root
without su or sudo involved, so it should be good for you too then, no?
