Silly question, but something that has bothered me for a while

With some of the RPMs I download, when I try and install them on a  RH 
6.2 system, I get a message saying that the version of RPM on the 
system can only support major releases <=3
... so how can you upgrade rpm to a newer release when the one on the 
machine won't install the newer release of rpm?

At one point I unpacked source rpms on a RH 7.0 system and used tar to 
build a file I could unpack on a 6.2 system.

Anyway, net-tools-1.56-2 will not unpack on a 6.2 system

Any help appreciated
