That's likely. If you are running in 8-bit mode with your X server, then
it's likely that Netscape itself is using up all your colors and leaving
none for the icons. Your options are to switch to 16-bit or 24-bit color
depth (which is probably a good idea anyway) or to live with it. Or maybe
Netscape can be set to use a private colormap? Thewn you would have ugly
palette flashing all the time instead. It's your choice... but 8-bit mode
just is lacking.
