Two other things you might want to do:
 
  In the invocation of pppd use a -d switch can provide addisional
  debugging information to syslog.

  Also, when your systems is connecting, have a virtual terminal doing a
  tail -f /var/log/messages so that you can watch the call progression.

Is your ISP expecting PAP or CHAP authentication?

Have you tried using minicom to connect direct to see the script used to
logon with?
