Yes it is possible, I have one 2.0.32 kernel which does it. I don't know
about earlier ones.
You have to include this energy saving stuff ( iforgot what's it called)
when compiling the kernel ( I think Advanced Power Management BIOS support
or somthing like this) there you have a switch :Power off on shutdown
(somthing like this, you'll know which one I mean when you see it).
