Lynx will do it, use:
lynx -force_html -dump YOUR_FILE_OR_URL > TEXTFILE
I'm using that as a text converter in mutt (for those infamous HTML
mails...)
As an aside: If you want to keep the formatting and just want to get a
printable copy, you might want to take a look at html2ps:
